What is the Kickstart Scheme?

The disruption caused by the COVID Pandemic has had a negative impact on many businesses and individuals. The Government’s Kickstart scheme aims to stimulate economic recovery by supporting businesses to provide 6-month job placements for young people who are currently on Universal Credit and at risk of long-term unemployment.

You get:

  • A young person, aged 18-24 and currently claiming Universal Credit, for 6 months, 25 hours per week
  • All salary/wages (at relevant minimum wage) and National Insurance and minimum enrolment (pension) contributions paid by the government in monthly payments
  • Subject to application, up to £1500 per placement setup/progression costs – but how to spend that and what conditions? See below

You give:

  • A genuinely new placement with a contract of employment– one that does not replace an employee furlough or create a redundancy
  • A clear contribution – not just a generalised statement to helping the young person progress to permanent employment – with your company or elsewhere. We can help you to formulate your statements
  • A fully compliant application, confirming the above conditions, describing the role, your company and how you will help the individual to progress

As a Gateway provider, we can help you with defining and compiling all the relevant information for successful application to the Kickstart scheme. Companies applying to the scheme will need to offer a minimum of 30 vacancies, but not all SME’s will be able to provide this. Recognising the vital role SME's play in economic recovery, SME’s are allowed to be part of a group of employers brought together by an approved Gateway.

What we provide

Small employers may find it difficult to navigate all the criteria of government schemes. We provide small businesses with support to access the Kickstart scheme – helping businesses, the economy and the workforce grow.

We not only help with the paperwork but can help you with recruitment and interview support, saving you time, while making the process simple. With the havoc caused by this pandemic – everyone needs a helping hand.

Finding you the right candidate

As an SME ourselves, we understand how important it is to find the right candidate to support your business.

Under the terms of the scheme, all candidates will be provided through JCPs and we offer a full job brokerage service: 

  • We work with you to identify your specific situation and needs through an online interview and help construct your roles.  
  • We will help you define roles and assist in writing a job description.
  • We work with JobCentre Plus to find the right candidates for your new job vacancy.
  • We screen and prepare candidates for work, providing you with an overall higher quality recruitment standard, ensuring good CVs and people ready for the interview to save you time.

Many Chambers of Commerce will offer to be a Gateway provider to bring together 30 compliant applications but are unlikely to offer this service, so you would need to work with the JCP yourself.

Preparing a young person for future permanent Employment

We will work with you to do this in the way that’s best for your organisation – you may hope for them to be prepared to be a great future contributor to your business or just see it as a 6-month placement.  Either way, Twin can arrange and deliver initial training, to meet the needs of your organisation and placement and satisfy the DWP requirements. 

Some Gateway providers will not offer this additional support, but the reason we can is that we’ve been doing this kind of thing for 25 years.

How do you get paid by DWP for the placement?

Under the condition of the scheme, for those taking on less than 30 people, that is a job for the Gateway provider to administer via the DWP.  The details of that have yet to be provided by DWP but it makes sense to consider, as your Gateway provider, an organisation with experience in such matters.  Our relationship with DWP has developed over the last 25 years and we have worked on a number of contracts, we are also a prime contractor and have recently been awarded a place on a DWP contracting framework for the next 5 years.

Application process

The Government will assess all Kickstart funding applications for approval, with our extensive experience in this application process, we work with you to make sure the kickstart will meet your needs and satisfy DWP requirements, meets JCP needs, and generates candidates for you to consider

  • We work with other companies to find a group of 30 roles, so you don’t have to. 
  • We provide the correct administration of payment applications. 

Costs 

There would be no cash outlay from your business – we would include these services as part of the claim for £1500 setup costs for the placement.  Our charge would be £495 – we could advise you on options for spending the remainder, including extra training.
